The Annoying Dog is a pre-hardmode summoner weapon.

Fires a projectile that spells out "BARK". this projectile goes through tiles.

This weapon does not summon minions, despite being a summoner weapon.

Since it doesn't use minion slots, a summoner can use his minions and this weapon at the same time.
